Would the State health care funds be secure or could the legislature borrow money from the health care fund to pay for a road improvement or some other project?

    The funds would be secure in an enterprise and could only be used to pay for Coloradan’s health care. The legislature could not borrow from the Health Care Fund to pay for a road or a bridge or anything else.
